v3 only addresses the c-ares broken dns.mitm - nothing else, custom themes with qlaunch still broken. (for 23.0.0+)
the atmosphere exosphere prodinfo blanker will remain forced on despite dns.mitm being fixed
(effectively very little changes between v2 and v3, aside from dns redirections should work now, not that it matters with forcing of prodinfo blanker)
contains new patches applied to OpenWeb, OfflineWeb, SystemWeb; which supposedly free up 9MB of memory for 23.0.0+
edit: (these new patches apparently causes issues for "legitimate users" who can access eshop and such, but this fork has several changes preventing that anyway, so it is likely this fork will keep that in, even if upstream atmosphere removes it)
embeds patches into loader (for exefs_patches) through a sys-patch like pattern mechanic.
modifies loader for "loader_kip_patch"
embeds sys-patch-like mechanic into mesosphere for "fs_kip_patch" (both fusee and hekate boot supported)

("why not just use sys-patch?" -> sys-patch uses svcdebug to edit memory of already running applications, embedding patches into loader and mesosphere before the processes can be more reliable)
