New features and enhancements:

• Added a new and experimental release artifact, cosmotop.cmd, which uses a new hybrid file format to support single-file execution on all supported platforms.
• Added support for Linux s390x and Linux riscv64.

Breaking changes:

• Modified cosmotop.exe to include only standard Actually Portable Executable launchers. This means cosmotop.exe will no longer run on platforms not natively supported by Cosmopolitan Libc. Use the new cosmotop.cmd for such cases.
