Enable Havling hardfork on mainnet.
Havling hardfork supports the following Cancun EIPs.
EIP-1153 "Transient Storage"
EIP-5656 (MCOPY opcode)
EIP-6780 SELFDESTRUCT only in same transaction
but won’t support EIP-4844 (BLOBHASH opcode) and EIP-7516 (BLOBBASEFEE opcode).
The target Halving hard fork time on mainnet will be 2024-05-30 10:00:00 AM UTC .
Every mainnet node needs to upgrade to this version before the hard fork time.
