Get the game on Goopie!

• Added a new "Achievements" menu page, which is displayed natively in-game
• Lowered the host timer resolution from 1ms to 5ms; the game should now be less taxing on your PC
• The "Enhanced Graphics" toggle is now correctly persisted on restart
• Removed the Render Scale setting from the F4 menu in favor of the "Enhanced Graphics" toggle.
