Bug Fixes

• Gate bip322 v0.0.11 verification rules by block height on mainnet
  bip322 v0.0.11 accepts proofs that v0.0.10 rejects (short DER ECDSA
  signatures, P2PKH, P2WSH/P2SH multisig). Mainnet blocks executed before
  the v0.16.0 upgrade were verified with v0.0.10, so a fresh sync with
  v0.16.0 produced different traces, first at block 913183 where a
  P2SH-P2WPKH proof carries a 69-byte signature.

  The BIP322 precompile now verifies with the v0.0.10 rules below mainnet
  height 960847 (first block indexed by v0.16.0 on the reference node) and
  with bip322 v0.0.11 from that height on. The v0.0.10 verify path is
  vendored as bip322_legacy since the crate version is yanked.

Other

• drive latest tag via latest=auto, drop dead is_default_branch line
  The type=raw,value=latest,enable={{is_default_branch}} line never fired:
  docker-publish runs only on tag pushes, where {{is_default_branch}} is
  always false. latest was actually emitted by metadata-action's default
  latest=auto flavor on non-prerelease semver tags, so behavior was correct
  but the line was misleading dead code (flagged in review of #10).

  Make it explicit with flavor: latest=auto, which also correctly keeps
  latest off prerelease tags (e.g. v1.2.3-rc.1).
