Release 7.7.1rc2 (2025-11-10)

Bazel 7.7.1 is a patch LTS release. It is fully backward compatible with Bazel 7.0 and contains selected changes by the Bazel community and Google engineers.

• Delete unrecognized files from the action cache on-disk directory when loading it into memory. (#27548)
