FIXED: [PLM] Website would respond with a 500 error when executing 'Update Stations' if the 'Check Station Status' function was disabled.

MODIFIED: [MTM] For report 'Linear: Stations - Parents and Children', added a column for 'Available Children' to let users know if a parent has any potential children based upon existence and status. Additionally, corrected alphabetical ordering of 'Parent Station' and made sure that parents without any children also appear.
