Account Activation State Handling
Fixed an issue where account provisioning could fail in partitions or regions where a newly created account remains in a non-ACTIVE lifecycle state (such as PENDING_ACTIVATION) for several minutes after creation. Account creation now waits for the new account to reach the ACTIVE state before completing. In addition, the Prepare stage environment validation now polls a newly created account that is in the transient PENDING_ACTIVATION state until it becomes ACTIVE (bounded wait) before allowing the pipeline to proceed, and fails if the account does not activate within the wait window. All other non-ACTIVE states continue to fail validation immediately.
