Add a destination under Notifications did nothing when clicked. The dialog
looked up its type selector before the dialog was in the document, so the
lookup returned null and the click threw. It has been broken since
notifications shipped in 1.44.
It got through because the test stub answered every lookup, including ones a
browser fails. That is fixed too: the stub now knows only the ids the page
really has, searches for real instead of conjuring elements, hides elements
that are not attached, and parses innerHTML into children. A new check opens
the dialogs — rendering a page never did, which is why a button that did
nothing passed everything.
