Overview
Fixes a bug in icm-relayer-v1.6.0 and signature-aggregator-v0.4.0 in which the Fortuna activation time was not properly set. As a result, the local peer refuses to connect to Avalanchego nodes running v1.12 prior to the Fortuna activation time, which it should allow.
