Upgrading dependency versions:

• Bump tmpl from 1.0.4 to 1.0.5 in /internal/lookout/ui (#715)
• Bump github.com/spf13/cobra from 1.1.3 to 1.2.1 (#723)
• Update go.mod go version to 1.16 (#727)

Working towards preventing rerun on same node (this is not yet complete though):

• Support required node affinity (#719)
• Armada server: Job Repo: UpdatePriority to more general UpdateJobs (#724)
