Release notes for v2.1.1

This minor release contains some enhancements to the PUI and OAI-PMH implementations in v2.1.0. It also addresses a bug that caused indexing to take significantly longer than was desirable, particularly for large databases. See below for the full list of bug fixes and improvements.
