- Biome autofix/auto-install now runs only when Biome config/dependencies are present.

- YAML and SQL runner auto-installs are now config-gated (yamllint / sqlfluff).
- Type coverage wording now explicitly reports any-typed identifiers (implicit/explicit), reducing false-positive interpretation.
- README dependency table now documents config-gated, flow/language-gated, and operational prewarm install modes.
