Fixed

• Discord's /changelog works again. It joined a list of (version, date, body) tuples as though they were strings and raised a TypeError, so the command just errored out. Found while moving the changelog code into a shared module (below); the Discord side renders the entries properly now.

Changed

• Changelog reading and version comparison moved into a neutral changelog.py. It had lived in the Telegram bot, and the Discord bot reached across into that instance to borrow it — but neither is Telegram's: it fetches a file and compares versions. Both front ends call the shared module as equals now, so neither depends on the other. What /changelog shows on Telegram is unchanged.
