A small bugfix release.
Fixes
- Open-Meteo errors filled the log, even with another weather service. With OpenWeatherMap or Pirate Weather, Smart Irrigation asks Open-Meteo for the solar radiation and evapotranspiration they lack. Every part of the integration sent its own request, retried on its own and logged an error each time, so a "too many requests" answer (429) kept itself going. All Open-Meteo requests now go through one shared gate: the same request is not sent twice within a minute, and after a refusal Open-Meteo is left alone for a while (15 minutes after a 429) instead of being asked again at once. An outage is logged once, as a warning that says what waits, and its end once. Reported by @Thorsten1982 (#911).

Updating
Update in HACS, restart, and reload the browser so the panel is the new one. 2104 tests and 88 panel tests pass. 🌱
