Windows compatibility

Token Optimizer now runs reliably on Windows alongside macOS and Linux.

• New hooks/python-launcher.sh discovers a usable Python 3 across all three platforms: python3, python, and py -3.
• Handles python.org installs at spaced paths like C:\Program Files\Python313\.
• Walks past Microsoft Store zero-byte stubs so hooks find the real interpreter.
• run.py gates itself on Python 3.8+ as defense in depth.
• README documents a single recommended install path per platform.

Upgrade: if you have auto-update enabled, you're done. Otherwise run /plugin → Marketplaces → alexgreensh-token-optimizer → Update.
