Changes

git-guardrails closes two bypasses, and smart-lint and test-runner stop
hanging or blocking on unrelated files. Every skill now has an eval.

Fixed

• git-guardrails blocks destructive git spelled in another case
  (GIT reset --hard, /usr/bin/GIT), which macOS runs as the real git,
  and behind ANSI-C quoting ($'git' reset --hard).
• smart-lint skips edits to files outside the project instead of
  blocking them with errors from unrelated files; those edits take under a
  second instead of up to a minute.
• smart-lint stops each linter after 30 s
  (SMART_LINT_CMD_TIMEOUT_SECONDS) and the hook after 100 s, including
  child processes. A timeout is reported, not blocked. Both fixes need
  python3; without it, smart-lint behaves as before.
• test-runner stops rerunning the same tests on every Stop, still tests
  files changed by shell commands, and ends a hung run after 90 s
  (TEST_RUNNER_TIMEOUT_SECS) instead of hitting the hook timeout.

Changed

• brainstorming-ideas: grill mode starts with the riskiest step of a
  plan and asks one question at a time.
• operating-infra: overlapping confirmation rules merged, every apply,
  rollback, and authorization rule kept. A background run never applies.
• writing-csharp, writing-java-kotlin: focused on rules models miss:
  check the language version first, ask before toolchain changes, and keep
  ORM entities out of APIs. Java and Kotlin also ask before preview
  features.
• evolving-config covers Pi's built-in MCP (v0.99+): server config
  files, secrets, codemode exposure, project trust, and servers that
  extensions register.
• Skill evals cover all 27 skills (106 cases).
• The pre-push hook runs a fast subset (about 30 s). Run make ci for
  the full suite.

Removed

• The Codex advisor agent profile; it remains for Pi. Codex users can
  delete a leftover ~/.codex/agents/advisor.toml.
