instructions for leaner routing, conditional references, less duplicate
guidance, and stronger project-first language.
Stopped auto-routing repo-wide code search and architecture-analysis prompts
from skill-enforcer; companion plugins can own those workflows without
cc-thingz naming or depending on them.
Trimmed reviewing-code and refactoring-code to changed-code review and
behavior-preserving batch refactors, removing repo-wide architecture/search
guidance.
Plugin and marketplace versions bumped to 4.10.0.

test-runner hook: disabled broad project fallback by default and removed
nearest-Makefile target fallback so focused runs avoid unrelated targets.

Removed unused watch-team and ccgram-messaging skills, including plugin
wiring, skill-enforcer routing, generated outputs, and skill eval fixtures.
Removed searching-code; repo-wide code search, AST evidence, codegraph, and
GitNexus workflows are now outside cc-thingz.
Removed improving-codebase-architecture; architecture review/design/planning
is now outside cc-thingz.
