Network: testnet. Patch release; no consensus changes. Built from f5df8bfb6, the head of test_net_v4121 (#4568), against snarkVM testnet-v4.12.1 (79c0d5429).

Who needs to act

No activation height. Testnet validators and node operators may upgrade at their convenience.

Changes since testnet-v4.12.0

• Validators can propose more spend per batch. A new --proposal-spent-limit-multiplier flag (validators only, default 1 = unchanged) lets a validator raise the spend it proposes per batch, reducing the throttling of executions across rounds and blocks when transactions arrive through a few ingress nodes. Transactions that exceed what the round can fit may not be included. (#4539)
• snarkVM: the staking_rewards history file is renamed to stakingrewards (aleo-labs-protocol/snarkVM#3513).
• Dependency updates for cargo deny: rustls 0.23.46 (RUSTSEC-2026-0346, -0347, -0348, -0349); self_update 1.3.1, moving zip to 9.0.5 (RUSTSEC-2026-0367, -0368, -0369); rustls-webpki 0.103.16, webpki-roots 1.0.10 and webpki-root-certs 1.0.10 (RUSTSEC-2026-0381, -0382, -0383, distrusted emSign intermediates).
