Maintenance Release for Akka.NET 1.4

Akka.NET v1.4.20 is a minor release that includes some bug fixes and improvements to Akka.NET.

• Akka: Fixed some internal-dispatcher usages
• Akka: Remove restrictions required by netstandard 1.x but available in 2.0
• Akka: Prevent loggers to throw FormatException and show a friendly message instead.
• Akka.Persistence.Sql.Common: Some persistent actors are stuck with RecoveryTimedOutException after circuit breaker opens
• Akka.Persistence.Sql.Common: marking Akka.Persistence.Sql.Common as beta for v1.4.20
• Akka.Remote: Akka.Remote.Serialization.PrimitiveSerializers needs cross platform compatibility
• Akka.Streams: Fixed QueueSource.PostStop and added a missing test case
• Akka.Cluster.Sharding: Reduce sharding warnings when there are no buffered messages
