#574: a stalled login on one Actual server no longer fails the next operation of every session. With more than one configured login (several budgets on different servers, or MCP_STATIC_TOKENS principals pointing at different servers), the server now performs the password login itself and aborts it at ACTUAL_OP_TIMEOUT_MS, so a late answer can never re-point the shared client. A one-login deployment is unchanged.
Behaviour note for multi-login deployments: the login refuses HTTP redirects so the password never follows one to another host. If your ACTUAL_SERVER_URL or BUDGET_n_SERVER_URL is an http:// address that a proxy redirects to https://, the error now names the URL to configure instead.
Why a minor version: v0.22.50 shipped the opt-in MCP_STATIC_TOKENS feature (#572, per-client static Bearer tokens with their own budget allow-lists, thanks to @jospaquim). An opt-in feature warrants a minor bump, so this is the first release in the 0.23 line.
