• Advance Amp to plaid-mode, Claude Code to v2.1.285, Codex CLI to
  rust-v0.159.1, Cursor to 3.22.12, Gemini CLI to v0.62.0, and OpenCode
  to v1.18.33 after reviewing their primary releases. Claude Code adds the
  managed-only allowedProviders policy, validated by CC-SET-032; the other
  changes are outside agnix's configuration schemas.
• Consolidate repository instructions in AGENTS.md. Update instruction checks,
  rule bookkeeping and contributor guidance while retaining CLAUDE.md validation
  for user projects and fixtures.
• Add quick and full local preflight commands and reuse the full checks in the
  pre-push hook. Report per-check timing and fail on missing prerequisites.
• Cancel superseded CI and Security PR runs while preserving their main and
  scheduled runs.
• Remove the redundant release build before CodeQL's Rust extraction while
  retaining the security query suite and dependency checks.
