Add option for end users to set: ZmSetting MAX_MESSAGE_SIZE
Fixes issue 'The message is too large to display', truncates clear signed messages (and breaks them)
For users of this Zimlet this setting is set to 1MB the next time they hit OK in Manage Keys Dialog, for other users the limit remains as Zimbra default 250kB.
