SDL2: adjust cbm2ui/pet_set_menu_params() to canvas size.
The SDL2 menu (and monitor) on machines with CRTC (PET and CBM-II) now look at
the actual canvas size to determine the size and position of where to draw
their text. This means that for example the 8032 in lowercase mode has more
text lines available than a 4032 in uppercase. A CBM-II 720 with its taller
characters has even more vertical space and it is used now.

added command line option -keybuf-after-load to indicate that the keyboard buffer (if given on command line) should be filled after autostart/autoload (and default is before). This works better (as in at all) than the older magic that tried to detect it. Both pressing F7 before load in AR, and typing SYS after load works this way.
