Gtk3: Windows bindist: fix libxml2 DLL copy
Apparently some time ago the libxml2 DLL changed its name from `libxml2-2.dll`
to `libxml2-16.dll`, leading to the bindist script not copying the DLL.
This should fix that issue: we now copy `libxml2-*.dll` into the bindist.

Fix bug 2203, caused by changing the timing of viacore_t1_zero_alarm()
formerly called viacore_t1_alarm() and before that viacore_intt1().
