Gtk3: Add UI actions to toggle SCPU JiffyDOS and Speed switches
Add UI actions "scpu-jiffy-switch-toggle" and "scpu-speed-switch-toggle" for
xscpu64. Assign default hotkey Alt+T to toggle the speed switch ('T' for
"Turbo"), since Alt+T is free in xscpu64, but mapped to "Attach Tape" in other
emus.

Gtk3: status bar LED widget: use `GDK_EVENT_PROPAGATE` instead of `FALSE`
Using `GDK_EVENT_PROPAGATE` (which maps to `FALSE`) makes it clearer what the
event handlers return than returning `FALSE`.

Gtk3: Add status bar LED for SCPU64 JiffyDOS switch
Add clickable LED widget on the status bar to control the "JiffySwitch" xscpu64
resource. Green is on, black is off.
