We don't use the speed settings dialog node in other emus anymore and it makes

Buildsystem/WiC64: work around bug #1964 (libcurl version)
Remove the *version* check of libcurl in `configure.ac` and use an #ifdef to
check if `CURLSSLOPT_NATIVE_CA` is supported by libcurl in `userport_wichs64.c`.
