Re-enable sound generation when VIA's T2L register is non-zero,
instead of also suppressing sound when it is 1.
See bug #1962.
Disadvantage is that petgridrunner now sometimes has an annoying noise which isn't
properly suppressed by the lowpass filter.

petsound: small correction to the low-pass filter.
Probably doesn't make that much difference, but the correct sample value
(same as create_intermediate_samples()) should be used regardless.
