ci: build the image architectures one after the other again

This reverts e57f44f9, which saved nothing. Each dotnet publish uses the whole runner, so at once
they took 174 s and 177 s, against 83 s and 81 s in turn. The job stayed at 3m54s, and that does not
pay for an extra build step.
