This is the hot fix for 0.16.x versions.
- fix(tools): revert the proposal disable options
- fix(tools): wrong option name for threads proposal
- test(example): update mandelbrot-set-in-threads example
- ci: use macos-15-intel as the ci runner, instead of macos-14-large (#4476)
