Added

• Plugins: if none of the built-in plugins can load, the app now says so instead
  of quietly showing an empty plugin list.

Fixed

• Plugins: plugin names in the right-hand rail and in Settings now follow the
  language you pick, instead of staying in whichever language the app started in.
• Plugins: a plugin that was disabled could still briefly publish its state after
  being switched off.
• Icons: the Docker and GitHub icons were fetched over the network, so they were
  blank on a first launch without internet. Every icon now ships with the app.

Removed

• Plugins: the unimplemented sidebarItems and contextMenuItems plugin APIs,
  along with their permissions. Use ui.registerContribution instead.

Security

• The app window now runs under a content security policy, so a plugin can no
  longer load remote code or reach an arbitrary host directly (#84).
• Plugins: a plugin can no longer replace the app's own icons.
