Audio Conversion Improvements

Re-implemented Opus codec support alongside AAC/M4A for flexible encoding options
Enhanced FFmpeg audio filters for clearer quality with reduced background noise
Four normalization modes with progressively tighter filtering and louder output
Extended bitrate range from 16-512 kbps (admin configurable)
Opus encoding optimized for voice: 48kHz stereo, VOIP mode
AAC encoding optimized for universal compatibility: 44.1kHz stereo
Fixed Opus sample rate compatibility (only supports 8/12/16/24/48 kHz)
Removed hardcoded bitrate limits - now fully controlled by admin settings
