- Upgraded the scanner web client and Angular Material stack to Angular 21.

Incident mapping — master enable switch
- Options → Incident Mapping adds Enable incident mapping. When off, the Map tab is hidden and mapping work does not run for listeners.
- Defaults off for new installs; existing installs that already have geo / mapping setup keep it on.

Transcription — live feature gating
- Turning transcription off now immediately hides Alerts, Transcripts, and Stats in the player (and related console tabs), without requiring a reload.
- Fixed partial options updates so nested transcription config could not overwrite the flat
transcriptionEnabledflag.
