Summary

Fixes public signup when a single paid group is configured: Register no longer demands a plan selection that the form never offered.

Fixed

• Single-tier plan gate — Paid single public group signup works again; choose a plan on /setup/plan after account creation.
• Multi-tier selection — Explicit tier/plan selection only when two or more public tiers exist (matches the server). Sole pricing option auto-selects; misconfigured paid tiers show a clear warning.
