• Expire pending tones after orphan alert — When stacked tones sit without voice for 60 seconds, the orphan path fires tone alerts and now clears the pending stack (:next slot, cross-talkgroup watch entries, and waiting short-call timers). Late voice on the same talkgroup can no longer attach tone sets that already alerted as “no voice,” which previously caused false multi-department merges.
