Introducing Patches

We're excited to introduce Patches, a new modding system for mario kart wii, created for retro rewind by the wheel wizard team.

Patches allow the game to load custom files, This means you can drop your own assets in and see them in game, without rebuilding archives!
This means:

• Full file overrides - Replace any file by simply matching its filename
  Internal .szs patching - Modify individual files inside archives without rebuilding them

Changes

• Added patches toggle to use the new modding system (Disabled by default)
• Added a toggle to launch retro rewind when launching Wheel wizard. by @Neo11Neo in #247
• fix: fix RR.json portal access if folder was changed by @matellush in #250
