Integration

• Starting HA while the CCU boots no longer re-anchors hub and sysvar entities. With
  only CUxD connected, the central reported the dummy serial CUxD_SN0815. That was taken
  as a CCU serial change, which moved all hub keys and left sysvars re-created as disabled
  _2 entities. The serial change is now accepted only on a running central and never for a
  dummy serial (aiohomematic#3462).
