Small release on top of 4.1.30.

The browser tab now says VibeSDR: (Chat) when somebody sends a canned chat line and you are not looking at the page. It clears the moment you read the chat. The unread badge sits on the chat button, which is exactly what you cannot see when the tab is in the background — and "Can I tune?" is the one message that is useless if it arrives unseen.

There is deliberately no chat history, and now the code says so. A stored log was being kept and never sent, which was correct: replaying old lines to somebody who has just arrived announces a stale "Can I tune?" as though it were live, aimed at a listener who may have left twenty minutes ago. The store has been removed rather than wired up, with the reasoning recorded so nobody implements it by mistake. Current dial state — who holds it, whether a decode is running — is still sent, and is accurate by construction.
