New notification settings for better control (#308) - Closes #255
You can now customize notification settings for each device, including cooldown periods and rate limits.
- Each device can have its own missed ping timeout, allowing for more tailored notifications.
- A new configurable cooldown setting lets you control how often notifications are sent.
- Rate limiting is now available to cap the number of notifications per hour.

Significant updates have been made to ensure documentation is current and relevant.
- Go version references have been updated from 1.20 to 1.25.
- The README.md now accurately reflects the Angular version as "Angular 21."
- The webapp/frontend/README.md has been rewritten to include Scrutiny-specific information.
