Updated the .csproj project file to not hard code copying of the DLLs, and instead which DLLs to copy based on the project references

Updated the .csproj project file to conditionally load a local jellyfin project or the nuget package depending on if said local project is available or not.

Updated the JPRM build process to dynamically include the DLLs in the .csproj project file instead of hard coding them in the build configuration file.
