AI Agent, RouterBOARD firmware upgrades, and no more downgrade offers

Adds an AI Agent that reads and changes the selected router through MikroDash's own
permissions, checks and audit trail
(#98). It ships switched off.

New

• AI Agent page. Chat about the selected router using any OpenAI-compatible
  endpoint: a hosted provider, a gateway, or a local model such as Ollama or LM Studio.
  Turn it on in Settings → AI Agent, set the endpoint and model, and press Test Connection.
• It sees live data. Readings are refreshed when you ask, and it can look up any
  table your role lets you see, including interface traffic.
• It can make changes. Create, edit or delete one row at a time, through the same
  checks, audit trail and undo as the forms. It asks you first unless you untick "Ask me
  before the assistant changes anything"; deletes and anything that could cut MikroDash
  off from the router always ask.
• It remembers the conversation. The last ten exchanges per router are kept so
  follow-ups work. Clear deletes them, and they expire after Settings → Data Retention →
  Chat history (default 30 days).
• Editable system prompt in Settings → AI Agent, with Reset to Default. MikroDash's
  safety rules always apply on top and cannot be edited away.
• Answers stream in as they are written, with formatted tables, code blocks and
  colour-highlighted RouterOS commands.
• Agent Overview dashboard card. A one-line status written by the model, typed into
  a terminal-style box, with a refresh icon. Enable it under Settings → AI Agent → Agent
  Overview card, then add it from the Dashboard's Add Card panel. It refreshes every 3
  hours by default and only while it is on your Dashboard; its prompt and text colour
  are editable.
• RouterBOARD firmware on the Packages page, with Upgrade & Reboot (the router's name
  typed back to confirm) and an "Upgrade automatically" toggle.
• An Update button for RouterOS on the Packages page.

Changed

• Ping can no longer be switched off. It was the last collector with an off switch,
  so no collector can be disabled now.
• Read-only and Operator roles can open the AI Agent page. Making a change still
  needs write access to the page that change belongs to.
• Firmware & Update and RouterBOARD Firmware sit side by side on the Packages page.
• The IP Addresses interval can be set up to 10 minutes, up from 1 minute.

Fixed

• An older "latest version" is no longer offered as an update. A router reporting a
  latest version older than its installed one showed an Update button that would have
  downgraded it.
• "Up to date" names the installed version on the system card, and the Packages card
  no longer says a new version is available when none is.
• Six cards no longer go stale on a router that is answering: Packages, DNS, Bridges,
  CAPsMAN, VLANs and VPN.
• AI Agent, IP Addresses, Wifi Map and NetWatch now hide from the sidebar when their
  page is switched off or unavailable.
• A new version's styles load after an update. Browsers could keep an old copy of the
  dashboard stylesheet and show new cards unstyled.

Internal

• Database schema version 18 adds ai_messages for conversation history.
• The Dashboard's card table is generated from a Go source by cmd/gridgen, and the AI
  tool catalogue by cmd/toolgen, both checked by tools/verify.sh.
• Shared static assets are served with Cache-Control: no-cache.
