Collectors are no longer switched off per device, and Edit Device is regrouped

The per-device collector switches are gone. They existed to spare small routers
work that MikroDash no longer does anyway, and the app has two better answers for
it already.

A collector only runs while something needs it. Open a page, or show a
dashboard card, and its collector starts; leave, and it stops. The exceptions are
deliberate: alerting, history recording and the Devices page keep the collectors
they need running in the background. So a collector whose page nobody opens costs
a router nothing, switch or no switch.

A collector that finds nothing puts itself to sleep. One that keeps reporting
an empty table backs off and stops asking until there is something to report, so a
router with no queues, no VPN peers or no CAPsMAN is not repeatedly asked about
them.

Against that, a switch could only make a page permanently empty, with no hint on
the page itself of why. The setting that does still matter is kept.

Changed

• Collectors can no longer be switched off per device. The grid is gone from
  Settings → Devices → edit, with the mechanism behind it.
• A device that had collectors switched off now runs them all. The stored list
  is ignored, not deleted, and is dropped the next time that device is saved.
• Stream / Poll stays (Settings → Devices → edit). Poll replaces persistent API
  streams with periodic requests at the same interval, which is what helps a
  smaller router: its limit is concurrent API channels, not data volume.
• Ping is still switchable install-wide under Settings → Notifications →
  Ping / Latency.

New

• Edit Device is laid out in six titled sections: Device, Connection and
  Collection on the left; Location, Network and Monitoring on the right.
• "Router identity" is now "Device identity", matching the rest of the dialog.

Fixed

• Add Device no longer opens carrying the last device's identity. The field was
  hidden and kept the previous router's name.

Internal

• GET /api/collectors is removed, collection:config no longer carries off,
  and the Bandwidth-follows-Connections cascade is gone. disableable stays in the
  collector registry, where it now means only "may be put to sleep when idle".
