A new install is shown how to add its router

- A new install landed on an empty dashboard with no way to know what to do. MikroDash has a
first-run wizard that asks for a router's address and credentials, and it could only ever be
triggered by deleting your last router — so it never appeared on a genuinely new install, which
is the one situation it exists for. New installs now open it straight away. Issue #124. - A missing
routers.jsonwas treated as a fault rather than as an empty fleet, which logged
an error on every start of a new install and was what kept the wizard hidden.
