A new install can add its first router

- The Add Device button did nothing. On the Settings page it rendered, it was enabled, and
nothing at all was listening for a click on it, so the dialog never opened and no error appeared
anywhere. On an install that already has routers this was an annoyance; on a new one it was a
dead end, because the first-run overlay was the only other way into that dialog. Anyone who
dismissed it, or who reached Settings before it appeared, had no way to add their first router.
Issue #124. - Page navigation did not work at all until a router existed. On an install with no routers
the page router was never started, so a link straight to/settingsquietly landed on the
dashboard and the browser's back and forward buttons did nothing. The sidebar still worked,
which is what made it look like a settings problem rather than a navigation one. Same new
install blind spot as the button above.
