Devices can belong to several sites

New

• The Routers page is now Devices. A fleet holds switches and access points too, so the name no
  longer claims otherwise. Custom roles keep the page across the upgrade.

• A device can belong to more than one site. Assigning it to a second site no longer removes it
  from the first. A grant on any of its sites reaches it, and the first site listed is the primary,
  which is what places it on the map.
• Sites card on the Devices page, counting the distinct sites your devices are assigned to.
• Site filter on the left of the Devices toolbar. All Sites by default, then each site, plus
  Unassigned when such a device exists. It narrows the cards, the list and the map together.
• The device editor takes multiple sites and lets you pick which one is primary. Site names are
  searchable.

Fixed

• Switching routers could hang for 30 seconds. A request already in flight when the old
  connection went away had no way to fail, so it waited out the full write timeout, and with 26
  collectors they all waited at once. Requests now fail as soon as the connection goes.

• A disconnected banner that would not clear when switching to a router already connected in the
  background. That switch also left the traffic chart unbound until you reloaded.
• Only administrators can change which sites a device is in. Previously anyone who could edit a
  device could set its site, which decides who can reach it.
• The Backups table no longer fills with no-op runs. A run that found nothing changed has nothing
  to restore, and on a stable router with a daily schedule those rows crowded out the real restore
  points. The newest one is kept so you can still see the schedule fired.
• The update banner stopped flickering once per poll on the Dashboard.
• The report history table put values under the wrong headings, and a report run with no history
  left the box blank instead of saying so.
• One malformed row in the Audit table no longer blanks the whole table.
• The Bandwidth chart and the Dashboard chart could disagree by one sample after a router corrected
  its clock.
• Restoring a backup on a router with no stored backup settings sent a literal undefined password.
• The Connections country list is updated in place, so hovering and clicking no longer fight with the
  live refresh.
• CAPsMAN now distinguishes "no results for your search" from "no clients connected".

Internal

• The RouterOS client carries one close signal per connection, so a teardown mid-request cannot leave
  a request unsettled or a login open that nobody owns.
• Site membership is stored as a list, with the old single value kept in step so an older build still
  reads it.
• 1563 tests, 21 more than 0.7.35.
