Bumping chart version to v0.5.67 for scalr-agent v0.62.0

Fixed

Fixed allowMetadataService NetworkPolicy to be compatible with GKE Dataplane V2. Updated documentation with tested configurations and known limitations.
Fixed an issue where allowMetadataService: true had no effect and the NetworkPolicy was always created regardless of the configured value.
