Highlights
fix(guard): circuit-breaker for the deferred-writer-failure reload loop.
The guard daemon could spin forever at a fixed interval — repeatedly firing prune+reload without backoff or exit — when the post-kill deferred prune-write kept failing. Two root causes: live_write_skipped was overloaded (a failing post-kill write took the same bypass as the benign agents-active read-only deferral), and the HARD2 (80%) emergency tier had no circuit breaker at all. A failing deferred write now sets a distinct prune_deferred_conflict flag that routes into backoff + K-exit, and both HARD tiers share the breaker. New regression test: tests/test_guard_pruneconflict_loop.py.
