    entry instead of silently shipping out-of-scope changes.

Each write now uses a unique tmp filename (task.json.<pid>.<uuid>.tmp) and cleans up its own tmp on rename failure.

    Add three new project settings for tuning the gate: mergeDiffVolumeMinLines (default 20), mergeDiffVolumeThreshold (default 0.2), and mergeDiffVolumeAllowlist (default []).
