Handle deleted pull request comment (#182)
If the user manually deletes the comment that RollingVersions adds to the pull request, the attempt to update the comment will fail with 404. To avoid getting into a permanent error state, we need to detect this and create a new comment, instead of attempting to update the old comment that no longer exists.
