v0.26.0 - Charge Program Configure with max_soc settings

🚀 New

• The service/action charge_program_configure now has a new optional parameter: max_soc.
  This can be used in situations where the car reports that battery_max_soc_configure is not available, but charge_program_configure supports the max_soc option.
  ⚠️ Note: This does not work for current EQV, and some other models like GLC-e 2020.
  🔄 Also, keep in mind that the updated charge program is automatically selected/activated after the call.

🐛 Fix

• All numeric sensors now include a suggested display precision.
  This addresses the changes introduced in Home Assistant 2025.06.

🔧 Chore

• Updated protobuf definition to v5.29.5
• Updated Tamil language files (thanks @TamilNeram)
